California Car Laws of 2005

LAWS CALIFORNIA LEGISLATION 2005 YEAR

The following new laws take effect Jan. 1 unless otherwise indicated.

Motor Vehicle Speed Contest Punishment
Requires the court to order a person convicted of a first violation of a speed contest to perform 40 hours of community service. If the offender's license privilege is suspended, proof of financial responsibility is required for reinstatement.

DUI Sanction
Increases the time period from seven to ten years during which arrests and/or convictions of DUI violations will be counted as prior offenses for the purposes of increased driver license penalties. It also requires the court to order a person convicted of a prior DUI to complete an alcohol and drug problem assessment program even though that prior conviction occurred more than ten years ago and authorizes the court to order the person to complete a repeat offender treatment program. It expands court-ordered participation in a county alcohol and drug problem assessment program to all persons convicted of a second or subsequent DUI offense that occurred within ten years of a prior offense.

DUI License Restriction
Requires course providers to send certificates for attendance and completion of alcohol treatment programs directly to DMV's Sacramento Headquarters and prohibits them from giving certificates to drivers.

DUI Driver License Sanctions
The courts will no longer be responsible for imposing a driver license sanction as the result of a conviction for a DUI, and assigns this responsibility solely to the DMV. It also ensures that all persons convicted of a DUI will receive a restriction, suspension, or revocation of the driving privilege, without exception.

Headlights ON:
Motor vehicle code 24400 is being updated to state “every motor vehicle, other than a motorcycle, be operated with headlamps whenever weather conditions prevent a driver from clearly discerning a person or other motor vehicle on the highway from a distance of 1000 feet, or when driving in conditions that require windshield wipers to be in continuous use.”

Implementation 9/20/2005
Brings the Vehicle Code into compliance with the federal Motor Carrier Safety Improvement Act of 1999 (MCSIA): See Mr. Traffic on this (Kenny Morse)

Front License Plate Holder
Prohibits a dealer from selling or distributing a new motor vehicle that is not equipped with a front license plate bracket.

Mexican trucks: Commercial, heavy-duty trucks crossing into the country from Mexico must meet U.S. emissions standards starting in January 2006. AB 1009 by Assemblywoman Fran Pavley (D-Agoura Hills).

Old cars: Starting in April, all vehicles made in model year 1976 or later must pass a smog check for valid registration. Previously, all cars were exempt from emissions test requirements when they reached 30 years of age. AB 2683 by Assemblywoman Sally Lieber (D-Mountain View).

m3 issues

This is for personal records but figured it's worthy of a rant. I've got other ish to talk about but i'll just do this for now

I did a quick search on the net and found out that it was fairly common that the auto-lock after 5mph was disabled after the OEM alarm was installed in M3's... but it was never followed up by if people re-enabled it. I just brought my M3 in for its 1200 mile service, and I figured it'd be a good time to get the alarm installed and to enable the auto-lock feature. I just got a call from my service manager saying that when they installed the Alarm it prevented them from configuring any of the key options.

They then said they talked with BMW NA to get a floppy to reset the software in order to get the auto lock function working but that didn't work. They also said they "tried numerous other techniques from BMW but none of them worked and that this was a known issue to BMW." He also stated that they "spent a lot of time trying to get the car back into it's original shape".

It's not a big deal... I can lock the doors myself but its just kinda lame.

this is more of a notepad for me... but if i don't end up getting dinan stuff i'll probably do:

I don't want to change the exhaust, the dual-dual exhaust thingy is more than adequate on the m3 plus whenever i looked at aftermarket exhausts for m3's they all looked real hokey (sp?) and out of place.

I'm not going to change the rims and wheels now since the m3 comes with 19s" and I think it'd be a waste to replace 19s... I'd probably just get shocks and springs instead of the coilovers, but I'll just pretend I'm getting the "cool ones", and if I track my car (which i think i will) i guess coilovers are better yeah? After that I'll just be doing mods to make my car look cool but not ricey! Haven't seen any nice kits for the m3, it turns out the Mutec kit I like wont fit on the m3 body :'(

Actually... I guess after what I've listed here there really isn't anything else for me to mod unless i wanna get the supercharger (but peechan things i'm too weaksauce to handle the boost in hp). Ah well.

I haven't even decided whether I want to just to Dinan. It's a bit more expensive, but the bmw dealer won't hassle me about having aftermarket stuff. However, if Siu agrees to hassle the dealer for me (based on the Magnuson Moss Act (real ftc site) maybe I'll go non-dinan. We'll see!

German Entry #5

Tuesday, November 9th

More training again today, but this time it was snowing! Monday morning I took the taxi to the office (it cost around 25 euros). I didn’t want to waste the money so I learned how to ride the s-bahn. Munich has a super confusing subway system, everything is split into zones. It’s whack and even the people in Munich laugh about how they don’t know how to use it. This morning was cool and snowee =) I posted about it but I really like it when it snows here. It makes everything look real pretty. I mean sure it was 0 degrees Celsius, but I brought clothes enough to keep me warm so it was all good in the hood. Snow is much cooler than rain I think but I hate how its so light sometimes and comes from the side and pwns your non waterproof pants. Reminds me that I need to get waterproof pants or at least bring a trenchcoat next time.

Training was much of the same today. But at the end of the training my counterpart from our corporate headquarters in Munich (Fritz) came to teach us a little bit. I met him and there were plans for me to go out to dinner with him and the galaxy e-mag guy Christoph. Christoph looks exactly like Jelly from anime-network/candy-coated… except german. I’ve heard stories from the interns who came to America to work how they like working in San Jose so much more because of the relaxed atmosphere of the office. But the way Fritz and the rest of his co-workers are really cool together, always making fun of each other, it was great. Was a busy day for them today so only Fritz could come out. We went to this Tapas restaurant which was really good. Just chilled, talked about the company, politics in America, crap like that. We finished around 9 o clock and Fritz had to get home to take care of his kids. I went to walk around and shop, but everything in Germany closes at 8pm. Whack huh? Well everything but bars and restaurants of course. So it was lame, I went back to my hotel but lord of the rings was on so I watched it and went to bed.

German Entry #4

Monday November 8th

K, so that train of thought is dead because now its Wednesday and I’m on my plane flight home. But Monday was 6 hours of training. I arrived at our office in Grassbrunn about 20 minutes early so I could sign online, check some e-mail and what not. The office there is really cool, the architecture and design from the inside is pwn but they don’t like it when you take pictures of the office so I didn’t. But i took one of the street.

During the training I met my counterparts from Singapore, Ming Wee and Charlene Boh, they’re both really nice people and speak English more than Chinese so its all good (apparently English is the primary language in Singapore, I always thought it was Singaporeese! … slight joke =P thought it was Chinese or something). Anyways so the entire training group went out for lunch and they have this cool cafeteria that 4 buildings share. He food there is diznamned good. I’m always envious of company’s with cafeterias because ours doesn’t, it sucks =P Oh and so I found out that their building a new office in Munich called Infineon World and its supposed to be the largest construction site in Germany. Singapore also has a new headquarters which his being created, now I think San Jose should get a net headquarters and not be renting out another building =P pffftt.

So the training finished about 4 and a couple of the germans in the training took us out to dinner ( we didn’t pay for it, they just showed us a place and ordered for us). Turns out we went to the same place I went my first night here (apparently it’s a fairly popular place, the main tourist brewery you HAVE to go to when you visit Munich).

Even more interesting, apparently germans have a uber-weird bathroom sign...

after that I did some shopping around for souvenirs. Goddamn, there were these mini steins which were like shot glasses and they were 20 euros! Holy crap man! Suffice to say I didn’t get any of you guys those =P After zeh shopping I went to sleep.
